r is still waiting for toxicologist tests to determine the cause of her death. in san jose firefighters find a body while putting out flames on a freeway onramp. it appears the victim may have been living there. christien kafton is live in san jose with the details behind the discovery. christien. >> take a look. we are here at the northbound onramp colorado onramp to route 85. you can still see there is smoldering fire here. if you take a look down there is still a lot of caution tape in the area. firefighters were called to the scene shortly after 9:00 for the fire in the wooded area along the onramp here. investigators found a burned mattress in the area. it appears the person was alone and the only victim of this fire that caused the fire still

investigation. it's very difficult they say the body was very badly burned. making it difficult for them to even determine the gender. we'll pursue all the information about this story including talking to neighboring businesses in the area to find out if they may have a clue to the identity of the person living here. add this point it appears there was one victim. the identity still under investigation. for now we are live in san jose christien kafton ktvu channel 2 news. time is 5:03. sheriffs deputies are investigating two daytime shootings. both happened on monday morning. deputies say the break ins appear to be the work of those door knock burglars. they knock on doors and try a burglary if no one answers. witnesses reported seeing a

white suv around the time of the burglaries. a authorities in southern california have released a 911 call from a couple tied up by christopher dorner. >> you guys were tied up? they encountered dorner when they arrived to clean out their cabin. he bound and blindfolded them and then stole their car. karen somehow made it to her cell phone and described that car to the police. it shows north korea has more than likely completed all

preparations needed for launch. now the u.s. military says it's not when north korea fires a missile but where. if it's over the water there are no plans to intercept it. if the missile is fired over land. interceptor missiles could be used to destroy it. an initial investigation has found that north korean government agents were behind a cyber account last month. president obama is proposing spending cuts. coming up our washington, d.c. newsroom gives us a break down of the president's budget. time is 5:05. this morning cal tran will give us an update on this progress dealing with this new project. cal tran will breathe the

good morning, everybody. clear skies. a little bit of fog coming down the coast. today though the wind will not be as strong. yesterday some areas was not too bad. still a little breezy. some of the higher elevations i've seen about 20-25. monday was the wind. that really wasn't much of a warmup. tuesday we warmed up. fog is coming down the coast. it's still far enough away. there is a slight component of a westerly breeze. look at this big system. just a big one. freezing rain on the backside. from the great lakes to the deep south it's impacting most of the city. 49 concord. 40s for napa.

bad weather is delaying travel from wyoming to chicago. just a full days after temperatures hit 237 proposal degrees. a stretch of interstate 80 from wyoming to nebraska is closed and may not reopen until midday. there is alaska freezing rain and strong winds in kansas and south dakota. we have new video of the parents accused of kidnapping their two children and fleeing to havana. this is video of joshua and sharon hakken after they were being booked into a hillsborough county jail earlier this morning.

both are facing many charges of kidnapping and child negligent. they kidnapped their two sons from their grandparents. >> we are looking to getting them in our arms and hugging them and getting them home where they will be safe again. >> officials say the children will be reunited with their maternal grandparents soon who are very overjoyed at their safe return. a seven-year-old boy who was shot in antioch is out of the hospital and expected to make a full recovery. the boy was at home on william reed drive two weeks ago when someone fired shots into the backyard. police say the shots came from an area near the g-street overcrossing there. investigators say someone at the barbecue was probably the target and that it may have been gang related. that boy was visiting from out of town with his parents. this morning the search goes on for a man who once held the top job at a marin county

sanitation district. authorities issued a $1 million arrest warrant for 45-year-old brett richards and he is still on the run. richards is accused of stealing taxpayer dollars while working as executive creek tour. now he could face up to ten years in prison and fines of more than $1 million. in just a few hours the details of president obama's proposed budget for 2014 will be released. kyla campbell is in our washington, d.c. newsroom with a sneak peek about what is in the president's plan. >> reporter: president obama's plan is almost contactually the same as the one that was rejected by house speaker john boehner back in december. the president is offering $4.3 trillion in deficit reduction over the next ten years. some of that comes from increasing tax re knew by $580 billion. some of that will come by

closing loopholes. the president says $50 billion in up front infrastructure and investments will put people back to work. president obama's budget is not expected to fly with republicans. they are against raising taxes on the wealthy again after an increased already took effect in january. but the president says closing tax loopholes on the wealthy will result in $2 in spending cuts for every $1 of new revenue. when i see you next hour we'll talk about how president obama's budget proposal would effect the ongoing sequester. those automatic budget cuts that took effect march 1st. live in washington, kyla campbell. president obama and first lady michelle obama hosted big musical names at the white house last night for a celebration of memphis soul music. some current stars such as justin timberlake and queen latifah joined members of the

past. it was part of in performance at the white house series. a new state bill is cracking down on swatting. but when they arrive no crime is found. coming up at 5:25 the most recent target and how much pranksters of their parents could be forced to pay. this morning the fbi is investigating the release of a recording of a strategy session between kentucky senator mitch mcconnell and his staff. he talks about how to weaken actress ashley judd's campaign if she plans to challenge him for his sentencing next year. senator mcconnell says whoever made that recording bugged his campaign headquarters. women demanding equal pay for equal work held a big rally in san francisco. >> are you fired up and ready to make some change? >> that is san francisco

supervisor malia koa when. still today on average women nation-wide make 77 cents for every dollar a man with equal qualifications earns. that gap widens depending on race. san francisco is celebrating the 135th anniversary of the california cable car line. on april 10th, 1878 the first cable car went into service. it's the oldest cable car line in service. this morning free tickets and coffee will be handed out at the cable car stop on california and san francisco streets and there will be a bell ringing contest. >> i want some of that coffee. so does sal, but he is busy checking the roads. and then something just happened in fremont. what happened? it's a big rig crash, dave and claudine. northbound 680 at michigan boulevard. it's been there for a bit but

they have found it's flipped over on its side. northbound 680 traffic will be effected. southbound 680 traffic may be a little slow coming down to the bottom of the hill as you can get a clear view of the other side of the freeway from there. please give yourself extra time. we'll let you know a little bit more about this as the morning wears on. westbound bay bridge there is a light delay at the toll plaza. and crossing into san francisco northbound 101 traffic that looks good approaching the lower deck of the bay bridge. let's go to steve. >> thank you kindly sal. a very good morning. our big whopper of the low is in the northern rockies. for us the breeze is decreasing a little bit. it's still going to be a little breezy for some but not nearly as strong as the past two days. it will be sunny side up. fog is coming down the coast. we warmed up tuesday, we will top it out today. san francisco sitting at 59 right now. i'm going 57 at 7:00 a.m.. very mild top warm. top it it out at 72.

i would not be surprised if a westerly breeze did not kick in. a few high clouds is visiting the sierra nevada. 40s for some. 50s for others. oakland 65. 59 san francisco. look at napa 40s. just depends. concord is in there as well. other locations fairfield at 62. if you get that breeze upper 50s and 60s. predominantly a northerly breeze. still i i've seen some in the higher elevations. 30s in the mountains. 40s at ukiah. upper 30s in lake county. but a breeze kind of changing things a little bit today. 50s all the way down to southern california. sunshine, warm temperatures today. but the water temps are really cold. if you get 80s inland it doesn't take much to get that fog machine rolling. sunny and warm. it could collapse later today. a little westerly breeze might kick in. 70s and 80s. warm and breezy. warm and breezy. probably not as breezy as

yesterday. antioch 84. 84 napa. 85 santa rosa. 78 san mateo. san jose 80s. santa cruz at 79 degrees. fog will be back thursday and continue that into friday. it looks like above average temps but coming down compared to the last two days and cooler sunday and monday. most asian stock markets are seeing gains this morning following a record high on wall street. chinese stocks fell after china announced a trade deficit in march. economists had expected a surplus. still futures here point to a higher opening. taking a look at the numbers from yesterday. the dow closed at a record high of 14,673. that is a gain of 59 points. nasdaq up 15 points. pilots everywhere may be seeing changes because of a

deadly helicopter crash in missouri. what the chopper pilot reportedly was doing minutes before that helicopter went down. plus the numbers are in from california's first day of selling power ball tickets. the record setting sales generated during power ball's debut.

welcome back. time now 5:23. fire crews expect to have control of a wild fire there later today. it started monday afternoon in

physicalmore. destroyed two homes and burned up 448 acres. powerful winds spread those flames. more than 100 homes were evacuated. reports indicate a down power line in that area but the exact cause of the fire is still being investigated. luckily no one was hurt. meantime federal investigators say texting is partly to blame for a medical helicopter crash in missouri. four people were killed in 2011. now that is the first time that texting has been connected to a fatal aircraft, crash. investigators say the pilot was texting during preflight safety checks. didn't notice his fuel was low. the chopper ran out of fuel about a mile from his destination and crashed right there. now the ntsb is warning pilots don't use cell phones and other devices during safety checks on the ground or in the air. a bill to stop swatting is

moving across the senate today. when they arrive they find it was a false alarm. yesterday comedian russell brand became the latest victim. los angeles police received a call of an armed robbery in progress and that report turned out to be faked. >> how much money are we losing? >> hundreds of thousands of people. when we get calls like that we roll out entire swat teams. >> the bill would make the swatters if or if they are -- swatters or if they are under age their parents pay for the cost of a swat. one swatting call could cost $10,000. tonight power ball will have its first official california drawing. the $1t ticket -- $2 tickets went on sale monday morning. they generated $3.1 million in the first 24 hours. the power ball game requires players to match up to six

numbers. the odds of hitting the jackpot on each game were said to be about 1-175 million. >> time is 5:26. we do know what is going on in your morning commute. sal is coming back. you've been busy already. >> we have been busy. the chopper just arrived here, dave, on 680 northbound at mission boulevard. i want to show you this big rig on it sides. it looks like the truck on its slide northbound 680 coming up on the mission boulevard exit. these are live pictures from news chopper 2. you can see the truck is flipped over. this san injury crash. southbound 680 could be effected but definitely northbound 680 is. you can see that the traffic is going to be a little slow. it looks like the truck is actually on the off ramp side road here. so 680 northbound is getting through. we'll clear this up and have another update coming up soon.

60s. 6 in pittsburgh -- 68 in pittsburg today. we have a truck on the mission boulevard off ramp. it looks like it's an injury crash. paramedics are on the scene. this happened 40 minutes ago now and it came off the freeway. somebody 680 you may be able to find it from the -- this is a look at the golden gate bridge on southbound 101 traffic does look good heading down to the toll plaza. ktvu tara moriarty talked to antioch police and got

reaction from neighbors and she joins us live to tell us what led up to the gunfire. tara. >> reporter: investigators on this case should be updating us a sometime this morning. but right now we don't know what motivated the shooter to shoot two women inside the home they see behind me here and then turn the gun on himself. neighbors say the boyfriend was an exboyfriend of the daughter who lived here. he shot the daughter and then her mother. witnesses say the victims were air lifted to the hospital suffering nonlife threatening wounds. residents here are just surprised by the violence. >> i was on my way out my girlfriend and i and we saw this and ran into this and said what is this? and to hear somebody being shot. it's devastating. >> reporter: we spoke to police

this morning they are identifying the man who took his own life as 22-year-old jimmy build. there were three other children in the house at the time of the shooting. we will be checking in with investigators this morning when they come back from their very long night of leading their investigations and finding out if they have any more new information. live in antioch i'm tara moriarty. time is 5:33. a 19-year-old man who was working to improve his life is now the latest victim of gun violence in richmond. damaria young was participating in a job training program yesterday morning when she was shot and killed in front of his father and brother. two other people were injured in that shooting. the victims and 20 other people were on south 28th street taking an agility test for the richmond build program. that is when a white suv drove up and someone inside started shooting. >> we weren't bothering anybody. and then this guy comes along

and shoots the guy. >> minutes after the shooting police found a stolen white suv abandoned from the scene. police don't know of a motive for the shootings. vice president joe biden says it's long overdue. >> the public is so far beyond where the congress is. so far ahead. >> democratic senator joe and pat are expected to announce they have reached a deal on expanding background checks at a news conference later this this morning. it comes after president obama flew families from newtown, connecticut to capitol hill on air force one. then she will head to harper high school to speak with a small group of students

and counselors. in the past year 29 current or former harper high school students have been shot and eight of those students have died. classes resume at a community college in texas after a student stabbed 14 people at that school. coming up at 5:45 what we are learning about a disability the attacker has and what he told police. a massive rally is taking place in washington, d.c. in support of immigration reform. students are joining the expected tens of thousands of people in washington, d.c. each student raised about $1,000 to go on the trip organized by immigrant rights group by any means necessary. time is 5:35. and san francisco boy a lot of storm cleanup is needed in parts of the city. ktvu alex savage is joining us live. you're on the park side area. can you show us some of the damage? >> reporter: yeah, i sure can. there is a lot of work to be done all across san francisco. here is just one example. take a look this huge tree that

was uprooted by monday's wind storm. this is right near sloat and sunset boulevard. you can see the tree just taken out uprooted, crews obviously starting to come in here and remove the massive tree. the same story across san francisco. dozens of trees just like this one taken down by gusty winds. this one barely missed a bus shelter as it came crashing to the ground. a major repair project at this baseball scare. that is where a huge tree was uprooted and crushed the backstop of the ball field. sunset boulevard is blocked off while workers try to remove all of the piles of sand million still a a lot of work to be done. crews have done work on this tree but a lot more to be done. i put in a call to san

francisco's public works department hoping to hear back this morning. live in san francisco i'm alex savidge ktvu channel 2 news. let's head back over to sal because that fremont incident with that overturned truck you wonder if people will slow down. >> we are wondering that too. this truck came off the freeway and flipped over on 680 northbound at mission. and someone was injured. now a news chopper 2 is showing us the live pictures. we're also looking at the freeway nearby as you can see traffic is moving along through but you can't use the mission boulevard exit from 680 north. southbound traffic is moving along through. and so far this is not done a major number on the freeway nearby. you can see traffic is still moving well. it is relatively early for this commute. and hopefully this will be taken care of before it becomes a major problem. but our news chopper 2 is looking at it from above. you can see now that these

pictures are showing you of a crash last night in the santa cruz mountains where one person was killed when the car went down the embankment on bear creek road near the summit. the car went off the side. went as many as 400 feet down. they had to remove the body from the car but the car itself is still down there. chp says speed may have played a role. this occurred at a very sharp turn. so please give yourself a little more caution as you drive through the area. it's a tragic accident. one of the things we do know is that the road is reopened. this is a look at northbound 101 approaching the 80 split in san francisco. you can see traffic is busy. i see some road work there at vermont street, northbound 101 at vermont. pardon me i have to cough here. okay. i feel much better. northbound 101 at vermont the traffic is backed up from 280 up to vermont. looks like they might be getting it out of the lanes

right now. it's really slow here. let's go to steve. sal. >> yes, sir. >> i could have used a cough button in the last month or so. >> yeah tell me about it. >> yeah, it's been tough. if you are outside today and even if yesterday, you need the sunscreen. when we warm up 70s and 80s it doesn't take much. if you're out for an extended period of time, it doesn't take much. today will be one more day. then we will start a cool down. above average temps 5-15 degrees. as long as that north breeze holds, it tries. san francisco looking for a high today of 72. normal 63. they are sitting at 59 now. went 57 at 7:00 a.m.. it won't take much. although i do think a westerly breeze will kick in. sfo had a slight component of it. all of those are really tough. i would rather forecast rain.

it's that fine line of between an hour or two of making a huge difference in temps. higher clouds in the sierra no biggy. we are looking for 40s and 50s and 60s 37 i looked at seven locations and they were between 62 and 67. fairfield is in there. concord and walnut creek is 49. look at oakland 65 degrees. so i mean again if you get that north breeze or any kind of a breeze holding temps up sfo a little bit of a westerly breeze. 40s and 50s and 30s in the mountains. 50s and 60s down south. high pressure is here for one more day. i'll tell you the water temps are cold. and with that northerly breeze it holds that fog in check. by tonight i think it turns westerly and we'll come roaring in tomorrow. napa in there. berkeley 76. that is the spirit. 81 livermore. redwood city 81.

the top stories we are following for you. a body was found in san jose as firefighters were putting out a fire on a highway 85 onramp. investigators think that victim may have been living there. the cause of the fire is still under investigation. one, man is dead, two women have been wounded in a shooting that happened in antioch. it happened last night at a home on york shire drive. neighbors say a man killed himself after shooting his exgirlfriend and her mother. the two women are expected to survive. and president obama releases his proposed budget for 2014 this morning. you're looking here at new video of the government printing office in washington, d.c. this morning. the boxes of the president's printed budget plan. the president is calling for more spending cuts and tax increases to handle the deficit. new this morning the streets around the white house are back open after the investigation of a suspicious car. secret service began investigating that car around

4:00 this morning. that prompted the closure of roads and the entrance to a nearby metro rail station. it was determined safe and everything is back open right now. no word yet on whether secret service is questioning anyone. we have new information about a homicide investigation in east oakland. last night around 6:00 police found a man shot in a home on 85th avenue and now say there was also a marijuana growing operation at that house. police have not released any information of a suspect or possible motive. it's the 26th homicide in oakland this year. a south bay family is mourning this morning the death of their loved one. a soldier killed in investigation. delfin santos junior died in a suicide bombing. his sisters da lean and madeline last talked to him on skype just two weeks ago. >> it's just unbelievable because my brother was one of the most precious things.

obviously he is the youngest one. and he's the only boy too. >> madeline santos says her younger brother inspired her to enlist and she served in iraq at the same time he did. specialist delfin santos grew up in san jose and santa clara. his wish is to be buried along his father a world war ii veteran in the philippines. three other americans that were killed in that bombing their bodies arrived back here in the u.s.. service members somberly carried the flag draped coffins of staff sergeant christopher ward, and youngchin. and a young state department diplomat. secretary of state john kerry is meeting in london with syrian opposition leaders and russia's top diplomat. it comes a day after it announces the u.s. could step

up forces. the obama administration has been holding intense talks on how to boost aid to the rebels. kerry is in london for a g-8 foreign ministers conference. a student stabbed 14 people at that school. 20-year-old dillon quick told them he fantasized about stabbing people to death. he started attacking people yesterday at lone star college in cypress. stabbing them in the face and neck with a razor type knife. >> basically he is just stabbing anyone in his way. there was no pattern, there was no method. it was completely random. >> three students actually chased the attacker. they wrestled him to the ground until the police arrived. two of the stabbing victims are still in the hospital listed in critical condition. new numbers show fewer community college students are meeting their goal of earning an associates degree or transferring to a four-year

school. more than 49% of students who were enrolled at community college statewide in 2006 earned degrees or transferred. that is compared to more than 52% of students who started community college in 2002. completion rates are below 40%. time now 5:48. let's get everybody out the door. sal, you are busy and you've got the chopper working already. >> yes, we do dave and claudine. i want to show you 680 northbound at the mission boulevard south exit. it's completely flaired off because of this truck accident. the traffic will be effected only on the off ramp which is still light traffic now. not a bad commute so far as you drive through. so we have gotten pretty lucky with this crash. the traffic is moving along relatively well. there was injuries in the crash as i understand they were not life threatening. northbound 680 is moving through. southbound 680 traffic is not all that bad on mission boulevard. again this is mission boulevard

south. that would be if the first mission boulevard exit coming from san jose not the second one. and traffic is still moving through in the area. at the bay bridge toll plaza there is a little bit of a backup especially in the far left lanes here. some traffic is also on the bridge but it's rarely -- it's actually doing very well. i don't know where the word rarely came from. and we talked about the accident on 680. but 880 and driving to fremont that looks good heading to hayward and fremont at this hour. let's go to steve. somebody may not have had their first cup of coffee. 680 in mission? he's gone. we do have 40s and 50s and 60s. 63 oakland. 48 napa. 63 mountain view. that is at moffett. you come to the other side of 101 toward sunnyvale and mountain view you will see ten

been wounded after a violent incident inside an antioch home. neighbors say a young man took his own life after shooting his exgirlfriend and her mother. >> i have lived here five years. i never had any problems by the grace of god. god has protected me. people are very friendly. it's like a family. >> police identified the man who took his own life as 22- year-old jimmy bills. the mother and daughter are expected to survive. tara moriarty has been talking to police and she was have more coming up at 6:30. let's go san jose where firefighters found a body as they were putting out flamens a freeway on -- flames on a freeway onramp. it lookalikes the victim may have -- it looks like the victim may have been living in that area. >> we're on that roadside onramp. you can see you can make out the fire is still smoldering here. as you take a look
